The Federal Reserve says appraisal reviews "must find out whether the appraisal or evaluation is suitable for the transaction, the liability of the transaction, and whether the processes by which the collateral valuation is acquired guarantees independence and quality." They "should also show whether the appraisal or evaluation report is consistent with the letter of engagement, which gives an account of the outlook of the appraisal assignment." Lastly, the Federal Reserve says that "some banks reinforce regular reviews with post-funding evaluations of appraisal quality for a few of their higher-risk or high-value affairs as a channel to help in detecting valuation disputes."
